Your Guide to Yearly and Mid-Year Financial Reviews for PTAs/PTSAs

​A yearly financial review completed in July is necessary to ensure that your PTA board of directors has engaged in responsible fiscal oversight and that good financial practices have been followed. It is a formal examination of the financial books and records of your PTA and serves to certify that receipts and expenditures, as authorized in the minutes, conform with bylaws, standing rules, and budget limitations. An annual financial review is also a PTA/PTSA insurance requirement.
Additionally, completing a mid-year review in January can make the year-end review easier to process and allows your PTA to catch any problems early on so that they are addressed as soon as possible.

As a treasurer, you want to make sure your review committee can easily access all documents. As the review committee, you want to stay organized and have a good system for including all committee members in the process.
​
Did you know that financial reviews can be done in-person or virtually over a video call? Offering a digital option allows for more flexibility in how volunteers meet and can even make it more accessible with tools such as closed captioning during video calls.  Below, you will find pointers for both treasurers and financial review committees on how to organize, prepare, and complete an online financial review. Following the guidance below will help treasurers feel confident when handing over the books for review and help empower the financial committee members to fulfill their duties.

Who Can Serve on the Financial Review Committee:
The financial review committee shall consist of no fewer than three members appointed by the president.

The financial review committee shall not include officers with signatory authority or individuals living within the same household as those authorized to sign on the bank account for the period being reviewed.

TREASURERS
You want to make sure you are continuing to maintain your physical binder while also putting together a digital binder. The entire review committee will need access to the digital binder, but it’s recommended that at least one member of the review committee be given access to the physical binder as well. Note: Before you hand over your binder, remove anything you store in it that shouldn’t be shared, such as passwords. Also, if it is at all possible, give at least one person on your review team viewing access to your financial software.

Steps to creating a simple and easy-to-use online binder:
  1. Choose your online program
    ​
    Uploading files should be simple, and you should be able to share them easily and securely with the financial review committee. Examples of online programs include, but are not limited to, Google Drive, DropBox, and One Drive. 

  2. Create a folder specifically for your financial review
    You may already be keeping digital files, but keep in mind that the best way to keep files for you to find may not be the best way for your review committee to locate those files.

  3. Set up folders for each section
    You can find the Financial Review Checklist on the WA State PTA website (under Board Resources/Finance). Note: Section 4 will not need a folder as that is for the review committee’s comments and signatures.

  4. Fill each section’s folder with digital copies of these documents
    Each section has a list of documents needed to answer questions in that section. To make it easier for your committee to locate documents, if an item is needed for more than one section, put a copy of that document in both sections. To help organize each section folder, create folders within the folder to group items together. For instance, create a folder for each month where you can put your expenses and deposits for that month.

  5. Clearly label all digital documents
    Keep in mind what the review committee will be looking for when you are naming the digital documents. Example: in Section 2, it asks for minutes where specific things were done (budget approval, elections, etc…). Consider labeling those minutes with that title (Budget Approval Minutes). When labeling expenses, consider using the check number (7623 Reimburse Chambers), as this puts your expenses in numerical order.

  6. Go through the review questions
    Once you have all your documents uploaded to your financial review folder, walk through answering each question and make sure you have all the needed documents.

FINANCIAL REVIEW COMMITTEE MEMBERS
If you’ve volunteered to be a part of your PTA’s Financial Review Committee and are not sure where to begin, check out these 3 steps:

  1. Set Yourself up for Success
    Each committee member should have a copy of the WSPTA Financial Review Checklist (under Board Resources/Finance) to follow along. One person should be in charge of notetaking. You will want to make notes on a draft and then sign the final draft to submit to the board.

    While working remotely, it’s helpful for each team member to take ownership of one section of documents: Meeting Minutes, Standing Rules, any additional Policies (such as money handling, password updates, etc.), Bank Statements, Reconciliation Reports, Treasurer’s Reports, Expenses Reports, Deposit Reports, Grant Documents, Budget, etc.

  2. Understand the Financial Review Form
    Check out the example below for notes on what documents to reference for each question. Click here to print the PDF of this document. *NOTE: This example is of an old form from 2019-2020. Most of the same questions are asked on the newer form with a few additions to account for allowing PTAs to have debit or secured credit cards.

  3. Use the Comment Section
    As you work through the checklist, make note of any exceptions in the comments. If you cannot answer a question based on the information and files that you have, note this and move on to the next question.

    ​The final page will require signatures from all parties of the Financial Review Committee as well as any feedback and recommendations for the board of directors to take under advisement. This is also a great place to provide positive feedback!

​IMPORTANT REMINDER:
The annual Financial Review is a requirement of your PTA/PTSA’s insurance. It is also a helpful tool meant to assist the treasurer and the rest of the board of directors in establishing and refining best practices. During a Financial Review, the policies and procedures are reviewed, and the committee’s feedback is important in providing guidance on those policies.

Sharing the Value that Being a PTA Volunteer Has Brought to You

If you have ever asked someone to support your PTA by becoming a member, volunteering at an event, or attending a meeting, then you’ve probably been asked this one simple question: “Why?” And likely you’ve responded with a list of events your PTA hosts or the different ways your PTA provides funding for your school. Both are great things to share, but there is one aspect that is often overlooked: the value being part of PTA has given to you as a volunteer. PTA is rewarding for those involved and it’s great to highlight this to your members. It not only demonstrates another way your PTA brings value, but also showcases that additional value, which can inspire other families to support your PTA.

Looking for an idea of how to do this? Look no further! Northshore Council PTSA recently held our annual Presidents and Principals Luncheon and used this opportunity to highlight why different Council board members have gotten involved in PTA and what they have gained along the way. As this year’s P&P event was road trip themed, we framed our answers as a “PTA Journey” – showing where we started, what we gathered at pit stops along the way, and sharing our favorite PTA road trip memories. You can view Council’s PTA Journey in the video and slides below.

Bonus Tip: Having members of your board create something similar to showcase their PTA Journey not only shows the value of your PTA, but also helps to introduce your board members to the community!

Presentation by Innovation Lab High School (ILHS) Climate Action Club
  • Students, Katie C. and Justin Y., presented a Climate Action Resolution: Washington State Declaring The Climate Emergency (W.A.D.E.). The ILHS Climate Action Club is looking for endorsements from PTA/PTSAs and other Washington agencies so they can present their proposal to the Washington legislature in December. They hope the next legislative session in Olympia will support and vote on it. Northshore Council and its members voted to endorse the proposed ILHS Climate Action Resolution.
Community Partners
  • Bob Swain, School Board Director - Report given by Rachel F. 
    Superintendent, staff, and the unions affected continue to review options for budget. A school board study session was last night, it is accessible online.  We have two new incoming board members, they have been attending the study sessions. There will be additional public study sessions and 6 community and family budget meetings. Next one is Nov 30th at 11 am online. If you have budget questions, email [email protected] so all board members get the email and copy Superintendent Tolley at [email protected]. This ensures your question goes to all of the people who will make the decisions. The new board members will be sworn in 12/11.  The board liaison position will be elected then.​
  •  Community Partnerships & Volunteering Coordinator - Marco Garcia

    • Hoping to partner with Northshore Council more. 
    • Their goal is to raise money to pump into Northshore schools, support teachers and building staff, and connect local businesses to schools. 
    • Care Teams in Northshore schools are still relevant and active. There should be one person at each school. Heather Erickson from Northshore Foundation can connect the staff member to the correct school representative.  Not every school has a family engagement specialist.

  • Advocacy
    • Topics discussed at Legislative Assembly were supporting early education, more diverse workforce;  check out the WSPTA Advocacy recap for updates. Please plan to go to Olympia for Focus Day on Jan 15th.  Northshore Council Advocacy Co-VPs will be organizing people to attend in person. 
  • Events 
    • Presidents and Principals Luncheon went well. Save the date for District-wide Reflections Celebration on March 14, 2024 and Spring Recognition on June 7, 2024.
  • Membership 
    • As of November 14, 2023, Northshore has a total of 4421 members. 
  • Reflections
    • ​Local entries due to Council December 4th.  Reach out to Council Reflections Co-Chairs if you can help with judging.
  • Educational Speakers and Community Events Grants Program
    • ​Council received a few applications this cycle and have approved up to $250 grant for North Creek High School PTSA and Skyview Middle School PTSA for a Spanish speaking event. Submit applications by December 8 for the next grant cycle. A tip for successful grant approval includes collaborating with other schools to reach a wider audience.

Friendly reminder: Each Reflections category comes with specific rules. Please ensure your Reflections piece adheres to these guidelines when submitting to Council PTSA. Unfortunately, if a submission is non-compliant, we won't be able to forward it to the State PTA for additional judging, regardless of its exceptional quality. Thank you for your attention to detail!

​​Streamline Your Membership Process with memberplanet's "Packets"
If your PTA/PTSA has embraced online membership through memberplanet, congratulations are in order! You're not only making it super easy for your members to join but also lightening the load of mundane paperwork for you (the membership chair)! Setting up online membership through memberplanet is a breeze. Once set up, you can share your MemberPlanet online membership link on your website, social media, newsletters, and even create a QR code.
 
However, there's a common challenge we've noticed when assisting Membership chairs across the district. Some PTAs/PTSAs are using the "Payment Form" function for taking online membership, when they should be utilizing the "Packets." Let us clarify why Packets are the way to go when it comes to membership management.

Packets vs. Payment Forms
The purpose of Packets is crystal clear: it's designed for taking memberships directly. Moreover, it's your secret weapon to keep your member database in perfect sync. On the other hand, the Payment Forms function is primarily intended for collecting payments, like for spirit wear, though some PTAs do use it for "donated" memberships.
 
Here's the key difference: Payment Forms don't automatically connect to your member database. This means that if you use Payment Forms for memberships, you'll need to manually upload to the member database. This can be a real hassle and might lead to an inaccurate count of paid members in your database.
 
It's understandable that you may think you need a payment form to manage memberships because, after all, you do need to collect a payment. But here's the deal: Packets offer so many more benefits, making them the smarter choice.
 
The Power of Combining Functions with Packets
One of the great things about memberplanet is that you can combine different functions to suit your needs. Packets can work hand in hand with other features, making it easier than ever to manage your PTA/PTSA. You can combine Surveys, Donation Sites or Payment Forms in combination with collecting membership through the Packets to streamline the whole process.  Of course, Surveys, Donation Sites and Payment forms can stand alone (not be combined with the Packet) also. 
 
In conclusion, choosing Packets for your online membership management not only simplifies the process but also keeps your member database up to date automatically. While it may seem a bit confusing at first, the benefits far outweigh any initial hesitation. Make the switch today and streamline your PTA/PTSA membership experience for everyone involved.

Everything You Wanted to Know About Nominating Committees

The Nominating Committee is a special committee that holds the key to a successful PTSA. It is responsible for presenting the best-qualified candidates to serve as the elected officers who will lead your PTA next school year.

What is a Nominating Committee?  
The nominating committee is a group of three (3) PTA members who are elected for the purpose of finding enthusiastic and qualified volunteers to serve on the PTA’s executive committee! The Nominating Committee members must be elected at a general membership meeting at least 30 days before the officer elections. Members of the committee cannot be appointed by the PTA President or the Board of Directors. The PTA president nor the principal may serve on the committee or participate in the committee deliberations. ​
Why Do We Need a Nominating Committee?  
​Depending on the length of term for your executive committee that is laid out in your Standing Rules (your PTA can choose to have officers serve for a 1-year or 2-year term), there is the possibility that executive committee roles on local PTAs will be elected each year. Having a nominating committee is the best way to make sure that each volunteer is qualified, excited, and ready to serve. The goal of the committee is to seek the most qualified candidates for each elected position for the next school year (beginning July 1). It is a vital committee because it has the power to shape the nature of your PTA and to set you up for future success.

Remember! 
Electing a nominating committee is also a part of your Standards of Affiliation Agreement with WSPTA and is a key marker in remaining in good standing during the fiscal year!

Who Should Be On The Nominating Committee? 
Nominating committee members should:
  • Have a strong knowledge of the PTA goals, needs, and culture.  
  • Possess tact, integrity, discretion, and the ability to hold their own counsel. 
  • Demonstrate sound judgment and skill in evaluating potential nominees. 
  • Have the courage to express their ideas and defend their convictions. 
  • Represent the diversity that is present in the community and student population. 
​Nominating committee members:
  • May not serve on the nominating committee for more than two consecutive years.  
  • May not be the President or Principal. 
  • Must have been a PTA member for at least 15 days preceding the election.  ​

When Should We Elect Our Nominating Committee? 
Elect the committee early in the school year so they have time to locate the best candidates! State guidance suggests that the Nominating Committee be elected at the first meeting of the school year. If you have not done that yet, make it a goal to elect the committee at your next General Membership meeting.  The nominating committee is discharged from service after the executive officers are declared elected. ​
What Happens During a Nominating Committee Meeting: 
​

Before a nominating committee can get to work, the President should conduct an orientation with the members to provide with either paper or digital version of:  
  • The Nominating Committee Handbook which can be found on the WSPTA Leadership Guide page (found under Board Resources/Nominating, Elections and Voting).
  • The current membership roster. 
  • The WSPTA Uniform Bylaws.
  • Local PTA standing rules. 
  • Job descriptions for all open positions. 
  • Previous nominating committee reports or examples of nominating reports to use as a guide. 
  • A calendar of meetings and the date that the slate of candidates is due to the members (at least 15 days prior to election).  
 * Note: After the orientation, the President must not be involved in the Nominating Committee process or selection of officers.

​During the School Year - While serving on the nominating committee, members: 
  • Select a Chair from among the members of the committee. 
  • Review the roles that need to be filled.  
  • Review and discuss any potential candidates. The committee must have honest discussions about individuals being considered for nomination. 
  • Keep their work and information about the candidates confidential, and the group should discuss what confidentiality means.  
  • Give all candidates the same scrutiny and evaluation. 
  • Consider recommendations from their PTA community. (Advertise that you are looking for candidates!)  
  • Ensure that the candidate is eligible for nomination (see below - who can be nominated).  
  • Check relevant dates and deadlines and set themselves a schedule of goals and meetings that will meet the needs of the PTA.  
At the Meeting Where Election of Officers Will Take Place:  
The chair (or another member) of the nominating committee reports the committees’ recommendations to the membership during a membership meeting.  A script can be found in the Washington State PTA Nominating Committee Handbook (found under Board Resources/Nominating, Elections and Voting). ​
Who Can Be Nominated for an Elected Position:  
The candidate should be the person the committee thinks will best fill the role! Additionally, the candidate must:  
  • Must be a PTA member for at least 15 days preceding the election. It is the responsibility of the nominating committee to confirm this.  
  • Must be at least 18 years old. 
  • Must be willing to attend required PTA training for the position to which he or she will be elected. 
  • Must be enthusiastic, supportive, and believe in the mission of PTA.  
  • Should have time for the necessary level of priority and commitment. 
  • Should have good relationships with people in your community. 
  • Must be fair, objective, and able to put personal interests aside to the well-being of the PTA. 
  • Should have previous experience in PTA, though other experience may also be considered.  
 
Additional Things to Consider:  
* Candidates who wish to have co-officer positions can be considered together if both candidates agree to prior to the election.  
* Individuals should not be nominated by the committee just because someone is interested in or has volunteered for a position. The nominating committee should only nominate candidates whom they believe would be qualified candidates as described above.  
 * Current officers should be evaluated just as you would any candidate. If the committee finds a more qualified candidate, the committee should nominate the more qualified person. People are not guaranteed a nomination the second year.

What Is A Nominating Committee Report?  
  • The nominating committee report is the written report of the candidates given to the membership at least  15 days prior to the election. The report must be dated and signed by all Nominating Committee members. The report should be shared widely with all PTA members as well as the notice of the upcoming election. This report is only a suggested list of candidates for your membership to consider. Your PTA must also allow people to self-nominate for each role as well. Every qualified person has the right to be nominated from the floor or during a self-nominating period if they want to run for office and is not on the nominating committee’s slate of candidates. 
  • The nominating committee report is read aloud at the General Membership meeting in which the election is to be held.​
Can a Member of the Nominating Committee Run for a Position? 
Yes! But the member should recuse themselves from all discussion about their nominations and discussion of other potential nominees for that same position. 

What If You Cannot Find a Candidate for a Position? 
The committee can leave the position vacant by writing "Open" on the report. Someone may self-nominate during the election or during the self-nomination period. Additionally, your PTA may appoint a person to fill in until a long-term candidate can be elected.  
Here are a couple of ideas to broaden your reach when searching for candidates:
  • Be sure to market your PTA! Let your community know what your PTA is doing to support them, the school and the students. The more they know about you, the more likely they will want to join your awesome team.
  • Reach out to incoming families! If you are a secondary school, reach out to your feeder school PTA’s to put the word out that you are looking for recommendations for nominations. If you are an elementary school, consider reaching out to families of incoming kindergarteners. There’s no better way to get to know a school and its administration than volunteering for a PTA position!
  • Hold an “Open House” type event. Whether virtual or in-person, this type of event is great for introducing people to your PTA and answering questions about PTA elected positions and their function.
  • Make a personal ask. Do you know someone who you think would be great? Reach out to them and have a one to one conversation about why you think they would be the perfect fit.
  • Advertise your search for candidates EVERYWHERE! Put it on your website, put it in your newsletter, post about it on all your social media channels, send an email directly to your members, or even send snail mail (like a postcard) to your members. 

​What if you STILL can’t find a candidate for a position?
  • If there is an open position on your slate of candidates, you can leave that position vacant. At an in-person meeting, the president will ask if there are any nominations from the floor. In the case of a virtual election, there will be a period of time allowed for self-nominations prior to the membership meeting that mimic the function of “nominations from the floor”. Someone may step forward. 
  • Consider whether you have enough time to continue your search. Can you send out another call for recommendations for nominations?
  • If a position remains open, it is possible, depending on what is stated in your Standing Rules, for your Board of Directors to appoint a person into that position in the interim. The search for a candidate can continue with the hopes that someone can be elected at the next membership meeting.
  • If you have some officers willing to stay on as interim, try again at the beginning of the next school year. People may be willing to jump into something new in September than at the end of a long school year when they’re looking forward to summer break. ​

2023 Presidents and Principals Recap

​The theme for this year's Presidents and Principals Luncheon was "Destination Success!" The event took place on October 26, 2023, at the Brightwater Center in Woodinville. This annual tradition brings together PTA Presidents, school Principals, district administrators, and school board members, providing them with a wonderful opportunity to connect, engage, and strengthen their relationships with one another.

Our first presentation included a short video by North Creek High School student Blue G. about the Period Peeps project which started in the summer of 2020. This project was initiated by Blue, her older sister Syndey, and their mom Susan Griner. High school students from across the district volunteered to collect supplies and make period kits for those with limited resources. Council VP of Events, Melissa Bennett shared the project's history and its future plans. The Period Peeps project is a great example of community collaboration. What started out as an idea from one Northshore family soon became a much needed resource for those experiencing period poverty with the support of student volunteers & district leadership, flexibility of school administration, and communications & grants from PTSAs. Period Peeps hopes to see this project continue to grow and be able to provide even more period kits by expanding to middle school participation as well. The room was beautifully decorated to kickstart the journey, with road maps placed at each table and markers of inspiration.

​Council President, Rachel Fitzgerald shared a sample of student projects across Northshore schools including the Ruby Bridges Elementary's Peer Program, Canyon Creek Elementary's S.O.A.R. (Students Organized Against Racism), Northshore Middle's Watch D.O.G.S., North Creek High /Skyview Middle Food Pantry, and Woodinville High's Latinos Unidos. Rachel also shared about the Northshore School District’s new Family Engagement and Resource Center and the Art Docent Program.

For lunch, we had delicious box lunches catered by the Northshore Culinary Arts students at Bothell High School, featuring three options: turkey sandwich, vegetarian salad, and gluten-free salad.
Attendees at the event engaged in an interactive activity throughout the event and had time to share their ideas. Council members, Holly Muenchow and Allison Torgesen, facilitated the sharing portion of our event (and gave out lots of treats while doing so!). You can download the Activities Worksheets and use them when planning your PTA programs with your board.

Once the ideas were flowing amongst guests, Council Vice President, Grace Jurado presented about the Northshore Council PTSA Educational Speakers and Community Events Grant Program available to PTAs to obtain assistance in funding their projects. This program is a great way for Northshore PTAs to collaborate with each other and our Council in order to bring programming to the local community. The next grant cycle closes on Friday, December 08. Visit our website to learn more and submit your application. 
Many thanks to the PTA leaders, Northshore School District staff, and School Board for attending. We hope you found the event inspiring and relevant to your work in our schools.

Advocacy Update: Legislative Assembly Recap

WSPTA Legislative Assembly Recap

​​Northshore PTAs sent 19 delegates from 11 local PTAs and 4 delegates from Council (Terra D., Rachel F., Anna J. and Holly M.) to the Washington State PTA's Legislative Assembly on October 21st and 22nd. The Legislative Assembly was held virtually this year. 
Washington's Superintendent of Public Instruction, Chris Reykdal, opened by sharing many of the challenges facing our schools this year and next, especially budget shortfalls. We also heard from OSPI and superintendents across the state how challenging it is to get school buildings funded, built, and updated with the latest safety features. And of course, we added and updated the WSPTA platform for legislative issues and resolutions on topics including:
  • Multi and Heritage Language Education for All,
  • Preventing and Reducing Gun Violence and Suicide,
  • A Diverse and Effective Education Workforce,
  • High-Quality Preschool to Third-Grade Early Learning,  
  • K-12 Education Funding, Preventing Traumatic Brain Injuries,
  • Social Emotional Learning and Student Success, and
  • Substance Use Disorder Education and Prevention.

New or Amended Resolutions for Consideration Deadline:
The deadline to submit new or amended resolutions for consideration at the business meeting held in May during convention is noon on November 15, 2023. Find more information and the submission form on the WSPTA Resolutions webpage.

Notice of Election: 2023-2024 Nominating Committee

​​Northshore Council PTSA will be holding online elections for the three (3) positions on its 2023-24 Nominating Committee at the General Membership Meeting on Tuesday, November 14, 2023. 

The Nominating Committee is a special committee that holds the key to a successful PTSA. It is responsible for presenting the best-qualified candidates to serve as the elected officers who will lead Northshore Council PTSA in 2024-2025.

The slated candidates are as follows:​

Holly Muenchow

Laura Staneff
The period for self-declared nominations for these positions closed on Wednesday, November 01, 2023.​
​Qualification Requirements:
  • No person may serve on this committee for more than two consecutive one-year terms.
  • A candidate for the local PTA nominating committee must be a member of the local PTA for at least 15 days preceding their election.
  • For a council nominating committee, the candidate must be a member of a local PTA in the council for at least 15 days preceding their election. 
  • Each of the slated candidates meets all qualification requirements.

Election Information:
As there are only three candidates, the election will be conducted via voice vote at the next General Membership Meeting, on Tuesday, March 14, 2023.
